Yeah, she looks like a floating torso. That's the first thing I noticed. The eyes are drawn down along her body and her blouse ends and it seems that so does her body.

It's a nice enough photo. However, the expression could mean almost anything. Without a context it doesn't have much meaning. Also, the way the subject is posed, it makes it seem like she is missing her lower body.
