Dave,
Pollarding is a specific form of pruning that only relates to trees and isnormally aimed at redcucing the base area from which the branches sprout.
With willow trees it has been a common activity for hundreds of years to pollard then in order to use the young thin (straight) branches for basket and fence weaving. It also seems to promote better growth and keep the radius of the branches within a managageable area.

It's murder! Happens in Poland as well - but yes, it does seem to keep them going somehow. This tree appears to be looking away in the direction of his severed right branch... AJ
