Hi Sally - I use Roxio Photosuite Platinum as the software programme for editing my photos, but I'm sure other (and better) software programs have similar features.
From the main page, I choose framing options I want to use for the chosen picture then pick type of frame/border that I want to use.
Then you can go to work on how the frame/border will look around the picture, including (on my software) the colour, the width of the border and the precise siting/width of the internal bevelling you are referring to. Its quite easy, but trial and error is the only way to get the perfect result.
Have you explored all of your photo editing software options? Which one are you using?

Sally - thanks for your comments on my Tresco Sunset photo - i noted that you were drwn to the frame that I had chosen and that you are unsure about using frames. I think this photo is ideal for a bold frame - so I have had a go at choosing a frame (similar to the one that you liked on my photo) hope you like it - just keep experimenting and look out for styles that you may like - but not all pictures need to be framed. Nice shot and a beautiful cat! He reminds me of one I had a few years ago. As for the borders, I think what you have works great. I've just starting including borders in my photos as well. I just use the add border feature in paint shop. Just keep experimenting until you find something you like. Thanks for sharing. :)

Hi Sally,I love cats also we have six of them this is an exellent photo of your moggy looking up when I try this they allway push there nose into the lens of the camera, nice one Sally...congrats bob.
