This is with PSP8. Different from PS in some ways, but it will do the job. Here goes [Tool Options {F4} in brackets]--
1.) Select the sky with Magic Wand [Mode-Add; Match Mode-RGB; Tolerance 15;Feather-0; Anti-alias-Yes-Outside]
2.) First hit F6 and choose the Duo-tone Dark Blue gradient, then fill with the Fill tool [Match Mode-Color; Tolerance 100; Blend Mode-Normal; Opacity-40].
3.) Choose Selections>Invert [or Ctrl-Shift-I].
4.) Adjust>Brightness/Contrast [Brightness-13; Contrast-22].
5.) Finally, Selections>Select None [or Ctrl-D].
Those settings produced this version. Obviously, all of the tool settings can be manipulated to produce a different effect. This is one sorta down-n-dirty way to do it. I like to do this kind of thing every now and then. I find it's a good way for me to learn. Good luck with it . . . --g

George - I know what you mean: tread carefully until you know that someone really does want advice! That should be one of the great things about this site - it should open the doors to all sorts of new ideas. But many people just seem to want praise for every image they post. OK, enough ranting from me...
I use Paint Shop Pro 9. I've played around with this image already (sharpening and colour enhancement), but I'm really learning as I go along.
I really do appreciate the fact that you took the time to work on this image.

Thanks, John. Some people get very touchy, but I thought I was reading you right in your comment. For the processing, I used PS-CS2. What program do you use? I'll get back to you in a day or so with details. It might help if I know what you're using. --g

George - it's wonderful what you have done! Of course I don't mind! (One of the reasons for pushing ahead with this subject is I want to learn how to do it - despite some friendly advice to stick to lemons!) You've really managed to get the sky out of the doldrums, and in so doing even managed to bring the outline of Morocco into the image. All you have to do now is... tell me what you did! AJ
