Hi Ned,
It was rotating light and I captured it in the way how you saw on the picture.So, this is not "tilted" or something like that.It was moment which I captured. :)

It's been a long time.
This is a lovely night shot!
The only thing I would suggest is a slight rotation to level the horizon and ensure vertical buildings.
