Rona: No problem,
First I do the Vignetting. (The dark area around the outside of the frame). I use the rectangular marquee tool and select the entire image. Then I switch the tool to "subtract from selection" set the feathering to anywhere from 25 to 50 pixcels (this will depend on the pixcel size of your image, mine are about 4,400 pixcels wide. If you are working on images that are 800 pixcels wide your feathering will be 5 to 15 pixcels) Now with marquee tool set to subtract and feathering select an area of the image just inside you original marquee selection. Now, "Edit/Copy" then "Layer/"New layer Via Copy" Now "Layer/Layer style/Satin" Now play with the settings to achive the effect you like. You can also adjust levels or any other effect on this layer to achieve something fitting for your image. I tend to use the Satin but you can try all sorts of effects on this new layer.
The outside frames is done by "Image/Canvase Size" Check "Relative" and set your new canvas to the size you want the border to be in either pixcels or inches. Use your fill tool to color the new border you just made. Do this again if you want multiple color borders.
