good capture.... the effect is like the girl is pasted in the photo.
One of the reason she is clearer is that she is moving towards camera and bykes are moving perpendicular to camera. (correct me if i am wrong)

I think use slow speed, and use focus on this girl, could have this effect.

First of all I want to say thank you.
I took this picture by manual mode. I didn't remember the shutter speed setting but it was around 1/60 seconds. And the girl's been moving slower than motobicycle so she was clearer.
