the water line seems to have a slight tilt....not sure

Thank you Tom for the comment. Well, i wish i could remember how i made this....i did it a while ago. I went back and tried to recreated it and the closest i came to this result was using the glowing edges filter.

i usually like seeing a little more sharpness in portraits but the softness really works here....this is beautiful.
