This is a very nice portrait, A little more lighting on the eyes would help, And as u said about the quality, it looks noisy, maybe you should upload your photos of a high quality.

I hope you understand that I was not asking you to change the image. It is just my personal taste to see the detail in the eye. Like I originally said, maybe that is not what you were going for.... we all have different ideas!  )

I like the grain and the shot very much. However, I would suggest a more aggressive crop to accentuate the eyes. see below.

Dawn, FABULOUS image of your sweet-faced daughter! Gosh, well seen and captured. I agree with Justin's comments and like his PS'd version. I would even suggest that the recess in the plaster (right hand side of image) is removed as well.
Overall though, a fabulous image - well done.
