Thanks for your guesses. It is sea foam. I was on the Oregon coast last week. There was fog in the mornings, so I had to change my focus for photographs. It happened to be a fairly high tide, with the waves in closer than usual. There was a lot of foam (natural from dead animal or plant material), that was pushed ashore on top of the water. It coated everything, making the rocks look like they were covered with whipped cream. The wave I cropped out of the original was hitting a rock.

Looks to me like froth being stirred up in a fast flowing river. Maybe a discharge from a soap manufacturing plant or the like. I may be way off the mark but it's pretty spooky all the same. Great stop action shot. Den
