Mark, this meter you speak of.......is it a hand held meter, not on the camera? If so, don't know if you are familiar with incident readings, but if not...that might help you with readings. An incident reading is done from the subject area, back toward where picture will be taken from. There is always a adjustment on the meter to set meter for an IR. In this case take it from about where the statue is.

If I could read my meter right and modify Debs advice for reading the sky to reading lights so I don't overexpose so many. It seems to make shooting at night easier without a flash, thanks Larry :-)
