This image was taken at dawn and has not been manipulated. I often get that "twilight" blue when shooting at this time of day with daylight balanced film, but not so intense. Even the newly painted silver bridge took on a blue tone. The guy at the photo shop doesn't know why. Most like this better than the straight (realistic) negative scan I did myself.
