Yes, one should not expect to see homeless in Norway, yet they are there, unfortunately. I am told that some people chose to live on the street - I cannot comment on this, as I have never gotten an answer from any of them about their preferences!
Whether or not this gentleman receives a stipend from the government I do not know.
When I was a teenager, my father had a business and there were homeless living in the basement of that building - with my father's permission.
I thought that in our times, today, this would not be so - but it appears to still be a problem.

What a character and an excellent portrait but I must tell you that Norway would be one of the last countries where I would expect to see a homeless person.

Yes, Riny - I gave him 50 NKr - I always give something. He was drunk like a skunk - hence the smiling face. He was in his own world for sure.
Saw him again later this summer, and he had lost his glasses. He definitely lives on the street as he has his shopping cart with him at all times.
Believe it or not, he is most certainly an educated man, as he speaks his native Swedish, and can rattle off French with the best of them.
