On the street? Wow... there really look like kittens of one of the "colourpoint breeds", I mean those who have fair fur with darker "points" on face, ears, legs and tail. If they were street cats, they are the most probably not pure breed - but who cares while they are so beautiful! 
They look like Birman or ragdoll kitties the most, but all of that are just my speculations when I'm looking at just one photo of them :)
Of course there is also the possibility that someone didn't want them and that's why they were on the street... :(
