Terry, I find it hard to make a constructive suggestion on the photo when I don't know what you were trying to achieve. But perhaps I can just leave you my thoughts as they occurr(ed) to me.
At first I thought, This is a pretty uninteresting subject to photograph! Then I thought, Ok, so he must have had his reasons, anbd I tried to think what they might be. How the picture could be used, in other words. For the family album? Nope, doesn't look like it was intended for personal enjoyment - looks too bleak. So to convey that idea of bleaknress, lonelieness, alienation? Probably, At least, I haven't been able to come up with another explanation (for myself) of what you were after here. So the flat lighting is explained, and the overall imp[act is pretty much what you wanted (always assuming I'm right about what you wanted).
So then I move on to the constructive comments part - not meaning these as saying I find faults in the picture, mind, just as suggestions for alternative approaches. Mostly I miss a human figure, or the implied suggestion of one. The title is 'arriving', so maybe a piece of luggage in the immediate foreground, for example? I reapeat, I'm not saying your photo fails because it doesn't have a suitcaase in the fareground, just making a suggestion for a different (slightly) approach.
And what else can I say? Well I do find it a bit soft - I think really hard edges on those stanchions would have a high impact, whereas softness just makes me feel I've got the wrong glasses on.
