In my area the meaning seems to be that you cannot leave without your shoes, so friends would hang your shoes from the wires so that you would stay.
This is wonderful photograph. It probably effects people from different regions in different ways, depending on the meaning behind the custom.

Here's the scoop on the shoes JE...there are a few different meanings but the negative meanings are dismissed as urban legend...gang/drug activity in the area, school's out for the summer, dead friends, kids just having fun...*shrug* I'll go with kids having fun!
