This is a dorsal view of a 3 spine stickleback. They have 2 large spines and 1 smaller one on their back. The orange fins of the male also have spines. There are schools of these small fish in the Okanogan River. Even with t he spines they are a forage fish. That is other fish feed on thes small fish. They don't really have scales but have bony plates.
