The composition here is better than on the other one, since here more of the background is visible. This helps a bit to "forget" the unsharp focus and lack of contours and clear texture on water and on the foreground.
The coloring is rather washed out on the whole photo, so there is really no point that draws attention in all that greyish hues.
A good idea but perhaos taking it under different light conditions could help.

Hello Amir,
Both are nice views. I prefer number 1, because you used the 3th rule here in way that guides the attention more to the waterfall. Nr 1 also creates more tension, which fits this subject well.
In nr 2 you nearly create 2 subjects equal dominant in the image, the waterfall and the stairs. But I must say that this impression for the viewer may also be caused, because of the fact that the water is much brighter in nr 1 than in nr 2. The water in nr 2 is less sharp and less bright. Maybe this has a technical cause. Because nr 2 you added at a comment and nr 1 as a regular upload. Anyway I can only give comment on what I see as viewer.
I see not much difference in the POV you chose in both.
Nr 1 is excellent. Specially because of the texture, brightness and lightfall on the water.
