Outstanding shot. I can't think of any more to say about it. The 15mm lens surely did its trick and the exposure works it own magic to create the gloomy foreboding effect.
Powerline art at its best. :)

I can't tell you how many times I've looked up at criss-crossing wires like these, camera in hand, and thought what a lovely graphic element they could be, if only something would appear in the sky and bring it all together. Come to think of it, I encountered a huge flock of large crows (ravens?) on the lines in my front lawn a few weeks ago. But the lead weight of dread that settled in my stomach as they converged on my house frightened away any thoughts of image-making (I must have watched that damn movie too many times).
Well, no problem, as you've done it brilliantly here. I often go high-key with my b&w but I like your muted contrast here (as opposed to the real-life contrast of the scene). The grain actually gives the clouds an added illusory texture, being that they are the only grey elements of the image (where black & white don't show grain). The fall-off from a bright center works very well, but let me be my usual over-critical self now and say the dark edge bothers me a bit. I have no problems with fall-off, as I'm very fond of my Diana and Holga, but the darkened edge leaves the photo slightly unbalanced to me (perhaps it is the bright center). Had it been mirrored on the other side or only present in one corner, I might not have been bothered. Perhaps you could try burning in the other edge in the darkroom (or ps).
I see this as more a visual stimuli rather than an emotional one (if it matters). It does give me a vague melancholy/foreboding or even somewhat unidentifiable feeling in my tummy, but I think its appeal works more as a collection of visual elements, the graphic lines, the frozen birds waiting to break free and fly, the background texture of smoky clouds. If you ever get the chance again, a longer (1/30 or so) shutter speed might be interesting to try.
I suppose I should be done now. A great shot (mandatory insertion of generic comment). Nicely done, even. Bravo and !!!!.

I love the chaos of wires...they seem to be the modern staple of an urban centre, but here the chaos is heightened by the birds departing as they burst into flight. Gorgeous image!
