I was not so sure what it was besides very goey and yucko looking stuff.... BTW I do watch fishing boats 2-3 daily not too far off the coast here so I am sure the fishing is very good.

AHA! This explains the bubbles (Like the one you so elegantly captured). . . you have micro-organisms here (harmless) and they've provided a lot of what you see. Fishing will be good off the coast!
