Putting the card back in the camera, the building was shot at ISO 400 f11 for 9 sec's, the fireworks at 3. I brought the two images together in PS, masked the dome and balanced the sky color for the final image.

Much better! Beautfuller picture. You kept the shutter open the perfect amount of time so that the lighting on the building is just right. Any idea how long it was open?
