Margaret,
The city was campaigning very strongly for the 2012 Olympics at the time I was there, and the major buildings and monuments all had decorative neon or graphics in bold colors. The rings were, I assume, a reference to the Olympic rings.

Nice shot Denise. I love the architecture of the opera house. Unfortunately we never got to stop and look inside. Very interesting portfolio. I'll be watching for more.
