CHRIS U R WRONG .. IT IS MULTIPLE EXPOSURE @ f16/Time exposure . only spotting and little bit of touch up is done thru PS.

This photo is particular for many points, the perspective, the composition of the frame and the motion effect you created in a splendid way because it?s transparent and it?s in perfect contrast with the immobility of the people in background.
