Simple, reduced color palette, strong and sharp contours of black silhouettes against the blue, the right amount of clouds, and then a touch of a vignetting effect - I think it was because of the light reflection on the sea? A very silent atmosphere but also quite loaded.
Perhaps (only perhaps) concentrating on the right wall with the man, and leaving the left out could make it even stronger?

Beautiful effects captured here my dear friend. The idea is fabulous and the composure completed with excellence. The silhouetted figure against one set of railings and the empty railings in contrast look great. I love too the effects of shooting between the walls and the gorgeous tone of the rich blue sky with it's busy cloud formations.
